I have just spent 30 minutes trying to figure this out. I love Skype and have been using it for a couple of years, but it is not the easiest thing to figure out. First, the link in your post for for the 2.8 Mac beta version is incorrect.
Second, I cannot find ANY reference to a free wifi promo with 10,000 minutes. The only thing I discovered was the ability (with my Skype package) to get a free Skype To Go number, which allows me to call that number and access Skype to speak to any of my Skype contacts on the cell. But it doesn’t save me anything, I am still using minutes.
I would love to use this free wifi connect with my laptop - can you help me find what you referenced in your post?

1st. The link will automatically detect if you are using Mac or not. I tested this.
2nd I get the referenced from Skype site itself. I’ll post the ref on the article :).

OK, here’s an update. I found a page that talks about the program on Skype: http://www.skype.com/allfeatures/skypeaccess/
Copied directly from the site:

Simply select any available public access WiFi network (the stronger the signal the better). Skype will automatically pop-up a message if you can connect to this network using your Skype Credit balance. If you get the pop-up you’re one step from getting web access. And the best part is you pay-per-minute – no longer do you have to pay for all-day access even though you’re only in an airport for a few hours.”
Be warned that there is a $.19 per minute charge once the promotion ends, and from what I can tell, they will only announce the end of the program on the website, which as you can see, was not easy to find. Why there is absolutely no information from the Mac Beta page or from my account page. But that’s pretty typical for Skype.

Sorry that they don’t inform you about this promo. Skype probably targeting new customers for this free wi-fi.
